An Attorney Who Has Shaped Texas Family Law — From the Courtroom and the Capitol
Victoria Neave is the founder and Managing Attorney of Neave Law PLLC, a bilingual family law firm serving individuals and families throughout the Dallas–Fort Worth metroplex. Born and raised in Dallas, she has dedicated her career to advocating for families — first as a legislator who helped write the laws, and now as the attorney who uses them to protect her clients.
Attorney Neave began her legal career in the Complex Commercial Litigation group at Weil, Gotshal & Manges LLP, where she represented multinational corporations in multi-million and multi-billion dollar disputes in state and federal courts across the country. That foundation in high-stakes litigation informs every family law matter she handles today.
She is a Member of the Texas Bar College — a distinction held by fewer than 4% of licensed Texas attorneys — reflecting her commitment to continuing legal education well beyond what is required.
"Victoria Neave did not simply serve in the Texas Legislature — she chaired the committees responsible for shaping Texas family law. That depth of experience is what she brings to every client she represents."

Four Terms in the Texas Legislature — Including Two as a Committee Chair
Victoria Neave served four terms as a Texas State Representative for House District 107, representing parts of Dallas, Mesquite, and Garland from January 2017 to January 2025. During her tenure, she was appointed to chair two Texas House committees — including the committee with direct jurisdiction over the Texas Family Code.
During the 87th Legislature (2021–2022), Representative Neave was appointed Chair of the Texas House Committee on Juvenile Justice and Family Issues — the standing committee with jurisdiction over the Texas Family Code governing divorce, custody, child support, and family protection in Texas. She was only the sixth Latina in Texas history to chair a committee in the Texas House of Representatives.
During the 88th Legislature (2023–2024), she was appointed Chair of the Texas House County Affairs Committee, leading hearings and deliberations on legislation affecting counties and communities across Texas.
She also served as Chair of the Mexican American Legislative Caucus (MALC) (2023–2024) — the largest and oldest Latino caucus in the country — becoming the first woman elected to that leadership position in thirty years.
Over eight years, Representative Neave passed the language of more than two dozen bills protecting Texas families, survivors of violence, and underserved communities — including the landmark Lavinia Masters Act, paired with $50 million in state funding, which produced an 80%+ reduction in thousands of untested rape kits across Texas.
